    We have to assume ballooning is possible, so options C & D are already excluded, wich are among others the 2 use cases of going straight for paging instread of ballooning performed in the guest using the memCTLdriver inside.

    A third case would be a VM where during the VMwaretools setup the memCTLdriver has been disabled/unselected

    B is mentionned in the Lecture Manual of the ICM course track
    Of course if lots have already been ballooned or the ballooing Max % is rather low, there is not much mor to gain does it.
    So A & E are quite possible
