    The information leading up to the question not accurate. Exchange 2013 HAS NO HUB TRANSPORT SERVERS !!!!!

    IP Block List Providers are part of the connection filtering feature in Exchange 2010 HUB of E2013 EDGE.

    Connection filtering depends on the allow and block lists that you specified.You can specify list providers that Exchange will query. Examples of well-known list provider services include Spamhaus (http://www.spamhaus.org/sbl) and DNSBL (http://www.dnsbl.info). To use a provider, you have to create a provider by using
    the Add-IPAllowListProvider or Add-IPBlockListProvider cmdlet. This requires you to
    specify the name of the list provider, the DNS server the provider requires you to use,and whether the provider returns explicit status codes or a bitmask indicating why the target server is on the list.
