DirSync requires an Active Directory forest, which is at Windows Server 2003 forest functional mode or higher.

Azure AD Connect must be installed on Windows Server 2008 or later. This server may be a domain controller or a member server if using express settings.
If you plan to use the feature password synchronization, the Azure AD Connect server must be on Windows Server 2008 R2 SP1 or later.

No password sync required, so x64 W2008 is the answer.

My mistake in explanation, it is not Azure AD Connect or Azure Active Directory Sync tool, it is Windows Azure Active Directory Sync tool and that means DirSync.
DirSync requires x64 version of W2008 Standard server.
Those newer and newest AD Sync and AD Connect requires W2008 and with password sync W2008R2. As far as I was able to find out..
