No. Cause the question ask “…post-installation configuration…” If you wanna post-installation configuration you must run DQSInstaller.exe. In this url that you sent if you scroll more you’ll see the topic named “Post Installation Tasks” and there says “Run the DQSInstaller.exe file”.

But the last step of “Post-Installation Tasks” is actually “Make your data available for DQS operations”.
