    I’ve been convinced that B & D are correct, but as this question came back while I was preparing to take the exam I’m somehow now convinced that the suggested answer is correct – C & D.

    The task is:
    You need to configure DFS to ensure that users in the branch offices only receive referrals to the target in their respective office or to the target in the main office.

    Pay attention to this part of the sentence:
    “receive referrals to the target in their respective office or to the target in the main office”

    As I’m reading this referrals should go to EITHER respective offices (Montreal and Miami) OR to the main office in Seattle.
    No where it’s said that Seattle should be contacted only if….

    …IMHO that means that Seattle office is equal as the respective office ….therefore –> First among targets of equal cost (C)

    I’m sorry …correction.
    The answer is D & E

    The Exclude targets outside of the client’s site (D) setting ensures that only targets within the client’s side will be included in referrals.

    The Last among all targets setting (E) overrides the referral ordering method by including the hub server in the referral, even if the hub server is not in the client’s site (if multiple hub servers are used as folder targets for a given folder, those hub servers will appear last in the referral and be sorted in order of lowest cost after the other targets).

    C is wrong, because we don’t have equal cost.
