The right answer should be B. You create a deny filter on ABC-SR07. To prevent ABC-SR07 issue IP address to ABC-SR09.

A is wrong, because without an filter ABC-SR07 wil already issue an IP address.
C is wrong, because a (deny) filter on ABC-SR07 wil prevent issue an ip adress to ABC-SR09 but will not make sure ABC-SR08 will issue an CONSTANT IP address to ABC-SR09, this still would be dynamic. There is nothing set about a reservation for ABC-SR09 on ABC-SR08.
D is wrong, because you can’t make sure ABC-SR09 gets a static ip address with a filter on whatever DHCP server.
