      Why do you think a WITNESS is always a requirement for “SQL Server Mirroring w/ Automatic Failover?

    because: automatic failover implemented

    According to your description, automatic failover is supported only in database mirroring sessions running with a witness in high-safety mode. Be aware that the witness server instance cannot be the same as the principal or mirror server instances. You need to install 3rd instance as a witness server instance, which is not available in every edition of Microsoft SQL Server.
