Seems to be right, we can move vnet’s, vms with managed disks. We can moved locked resources because they’re being locked during moving.

Outdated question. You can now move VMs with managed disks and even managed disks alone, therefore all 3 answers, ABD would work here

Answer is D, ReadOnly means authorized users can read a resource, but they can’t delete or update the resource. So you cant move VNet1. As W10 tied with VNet1, you cant move the VM too.
