SCL reject threshold to 7 cant be right answer. Because 7 is higher than “X-MS-Exchange-Organization-SCL:6”, so it wont work. But non-delivery report (NDR) doesnt work with delete threshold. So answer is not F.
I cant find right answer. Please explain.

A is right, SCL level means the message would be rejected as spam in this case. Satisfies the NDR requirement
