i think the right answer is D as area id must be the same to establish level 1 adjacency

001.3414.0010 = Area ID
0250.0000.0046 = System ID #Which must be unique in every router.
00 = N Selector
For level 1 adjacency the Area ID must match on both sides. Level 2 don’t care.
