I really feel A and D are not the right answer.

B indeed not a right choice.
C also can not be an option , as he will receive bandwidth constraints as a form of shaping-rate.

I think its Option A :
guaranteed-rate allows you to specify a guaranteed rate for each logical interface. The guaranteed rate is a minimum. If excess physical interface bandwidth is available for use, the logical interface receives more than the guaranteed rate provisioned for the interface.
