It absolutely has to be Recovery Time Objective. The question states that it is about restoration of systems within a certain period of time, and that is the RTO. The Recovery Point Objective is about how much data loss is accessible as a measure of time, but not time to restore. Mean Time To Restore is not a frequently used metric, if at all. And Mean Time Between Failure (MTBF) refers to the average time between failures for a hardware device (usually a hard drive.)
