This is similar to my exam but not same. my answer is init 1 and telinit 1 as far as ı remember.

that would be for a completely different use. init 1 and telinit 1 put the system in a runlevel 1 which does not reboot the system. It puts it in a single-user mode / maintenance mode. a mode that does not allow for non root logins and doesnt start any daemons. Similar to safe mode for windows.
