One exception to this rule is a locale without any organizations, which gives unrestricted access to system resources in all organizations.

    The answer is obviously wrong. Agree with mk, locale is used to manage orgs. But “job function within a locale” is not a user, but a role. User is “can be assigned to one or more roles”. The correct order is then locale, organization, role, user, privileges.
