because here confidentiality means encryption and in IPSEC encryption uses symmetric algorithms. It`s basic dude.

hehe, IPSEC is not basic. Well, the IKE phase II generates an IPSEC symmetric key. This key is used to encrypt/decyrpt all data/messages that is exchanged between the peers.
