Restore a vCenter Server Appliance from a File-Based Backup
You can use the vCenter Server Appliance GUI installer to restore a vCenter Server Appliance to an ESXi host or a vCenter Server instance. The restore procedure has two stages. The first stage deploys a new vCenter Server Appliance. The second stage populates the newly deployed vCenter Server Appliance with the data stored in the file-based backup.

Does appear the GUI is the best option. C is certainly an option but requires more work which is never the preferred method. You would have to use the GUI installer to install a new instance. Then once that is completed you would log in and do the restore.
The GUI offers a restore option which does deploy the a new appliance but includes the steps to restore.
Below are instructions for restoring from the GUI, it does include a note that says if you want you can deploy the appliance and log in to VCSAMI and do the restore but that’s not the way the document how to restore.
