I would have said C as well. You must have VTEPS in place to deploy a Logical Switch.

On the Physical switches you must enable MTU 1600, VTEP is not a part of the physical switch.
Answer C not A!

Is true that you have to have a VLAN for the VTEP defined in the physical environment, but could be 0. And these is configured when you create the VTEP
