It’s either FAT or ReFS, but you can tell its ReFS because of the tabs shown. A FAT formatted disk would not have Previous Versions/Security tabs in properties.
Answer is A because convert.exe only goes from FAT to NTFS. To switch from ReFS to NTFS you need to do a fresh format of the volume.
