God, the amount of noobs on this site is unbelievable. I know these are obviously practice questions, but perhaps you guys should brush up the basics and fundamentals first.
This is a freebie question really. Users “CONTAINER” will not have GPOs applied. ANY container will NOT have GPOs applied. GPOs apply to OUs.

Ricky, nice little rant, but you are wrong.
User Rights Assignments are applied to Computer objects (what is currently in OU1).
If you update GPO1 by adding rights for User2 (to whatever User1 has as per the question), they will apply to the Computers in question. It doesn’t matter where User2 is (Users container or an OU), as User Rights Assignment applies to Computer objects. The answer is therefore A, Modify the settings in GPO1.
