In a nutshell…
When you want to delete (or reset) an existing local group, and add membership to it, then use the method described in answer “C”.
When you want to leave an existing local group the way it is, and simply add membership to it, then use the method described in answer “A”.
In this question, we are adding membership to a local group, not resetting or clearing it out to make room for new membership.
