If the file Access is slow I would first use the Disk Defragmenter.
So I would prefere answer C.

Sorry M7md, it would be answer C. System restore does just that while Disk Defrag will rearrange files so they are less fragmented across a disk. NTFS doesn’t suffer from that as much but FAT32 would.
