Strongly disagree. There is no where in task manager that allows you to set when programs (apps) start. The answer is System Configuration (msconfig)

In Windows 8.1 and 10 you can not config application startup with System Config. Just run msconfig and check it by yourself

Task Manager is correct because in this case the app is currently starting when windows starts which means it can be disabled in task manager.

Task Manager Start-up allow you to set an app to start when the computer starts up. If your computer is slow starting up it could be some apps are set to start up. So Task Manager is correct.
