If you open computer management, system, performance, data collector sets, user defined, right click, new Data collector set, create manually advanced, performance counter alert.

In my opinion, Performance Monitor, because I can activate an alert.
While on event Viewer, if it has never occurred, I can’t activate an alarm, precisely on an event never verified.
