You actually don’t need a TPM at all to support BitLocker.
In the GPO setting “Require additional authentication at startup” you can select the tick box for “Allow BitLocker without a compatible TPM”. This method requires a password or USB drive for startup.
As Crystal mentioned below as well, Miracast requires WiFi and Computer 2 is the only computer with WiFi and an infrared camera.

Its not tricky at all, Miracast 100% must have WiFi and of course a typical webcame will not support Windows Hello with facial recognition. Computer2 is the obvious answer.

Miracast requires a display adapter which supports Windows Display Driver Model (WDDM) 1.3, and a Wi-Fi adapter that supports Wi-Fi Direct.
the computer must have TPM 1.2 or later. If your computer does not have a TPM, enabling BitLocker requires that you save a startup key on a removable device, such as a USB flash drive. Facial recognition across all Windows 10-based devices and platforms with compatible hardware (near IR sensor).
