    I would say that you need to run diskpart (as per link shared in the explanation) to create partitions on the target computer. If VHDX already exists and stored locally, then you need to run bcdboot first to add boot entry. It is in my humble opinion, just the question does not give a clear indication of what had been done already creating VHDX.
