    The answer shown is wrong: Group Policy loopback processing mode even in merge mode doesn’t prevent user configuration GPO settings from being applied to the user; in fact, in case of a conflict, the GPO user settings take precedence over the normal user settings (ref: https://technet.microsoft.com/en-us/library/cc978513.aspx)
    The cleanest way to do this is to go to the Details tab of GP1 and toggle GPO Status to “User configuration settings disabled”.
