Explanation:

If you want to compact a differencing virtual hard disk or an undo disk, you must merge the changes
to the parent disk and then compact the parent disk, if it is a dynamically expanding virtual hard disk.
You can compact a dynamically expanding virtual hard disk. You cannot compact any other type of
virtual hard disk. However, you can convert a fixed-size virtual hard disk to a dynamically expanding
virtual hard disk and then compact the disk. If you want to compact a differencing virtual hard disk
or an undo disk, you must merge the changes to the parent disk and then compact the parent disk, if
it is a dynamically expanding virtual hard disk.

You can’t COMPACT a VHD or VHDX file when a VM is running (regardless of what controller it is connected to!). Same goes for converting between VHD and VHDX files.

You can, however, delete prior checkpoints while a VM is running (*.AVHDX files) (effectively merging while the VM is running)

Additionally, Gen1 VMs don’t allow any sort of VHD/VHDX manipulation while the VM is running.

Gen2 VMs allow for expanding VHDX disks while the VM is running. VHDs can’t be attached to Gen2 VMs.
