I used the cmdlet New-ADReplicationSite Site3 and it just created the site without moving it to any link so the answer is not in any.

When you create a site through the GUI in AD Sites and Services, you are forced to add the new site to a site link. If you use the Powershell cmdlet, New-ADReplicationSite, you are not prompted to add your new site to a site link.

…and this is why I continue to fail the 70-412 test. I don’t know what it is about the premium brain dump for 70-412, but they managed to bungle 40% of the answers.
