I checked it in a demo environment: when you don’t have a domain selected, you can still add servers manually and get them to managed (the green checkbox appears next to the server).
As soon as you go to the settings of the manually added server and select the features (DC, DNS and/or DHCP), the server is added to the security filtering of the corresponding GPO’s.
