In question it mentioned that company having 2 branch offices, so site to site is enough for this situation. If branch offices is more than 2 then multi site is required.

Incorrect, two branch offices mean multiple endpoints for the site-to-site VPN. This configuration will require a Routed gateway and is a “multi-site” setup.
