    This question was among more of the trickier ones to deal with. This is a not so obvious double negative.

    It’s asking which of the answers should ~not~ be put in place, which will automatically make you start eliminating answers.

    But then when you think that they all should be implemented, it is very easy to say, All of them. But the real answer is “none”, because it is a double negative. All of them should be implemeted, thus “none” of them should “not” be implemented.
