      No. RTO is the amount of time to bring up an individual system without it being ready for production. WRT is the amount of time it takes for the aforementioned system to be configured to be ready for production (perhaps you need to restore backups to it and furthermore bring it up to date with data since the last backup.). WRT+RTO=MTD.
