   Shouldn’t be D,E ? :

   MACsec frame format, which is similar to the Ethernet frame, but includes additional fields:
   Security Tag, which is an extension of the EtherType

         but you can have SGT Value in the Cisco Meta Data
         so question is not clear
         maybe Cisco wants to say SGT value is not characteristic of 802.1AE frame but its characteristic of CMD which is part of Encrypted field of 802.1AE frame
