      You’re right. Another example of a poorly worded question. If by “to create the summary route” they mean “to accept the summary route” from the downstream they say already has it, then E and F probably become the correct choices.

        But theres no reason this router, as far as we can tell, wouldn’t allow the summary route. So E and F don’t make sense either this the informaiton we have. A is the only correct answer here.

    R1 is the downstream router. the local router is the one having address 10.1.1.1.

    A is correct. B should be the correct answer but the subnet mask is wrong. It should be 255.240.0.0.
