Hi “Nobody”, you would be correct if (D) refers to a totally stubby area. But I don’t read that it explicitly refers to a totally one. Stub areas do allow LSA Type 3.
(B) is the correct one.

To be precise B is “more correct” than D, but still it doesn’t mention that one LSA-3 is allowed in totally stubby area – the one describing default route.
