..assuming that Cluster Properties in Smart Dashboard are not changed as you can set priority in “Cluster Member” branch and then modify “ClusterXL and VRRP” branch to “Switch to higher priority Cluster Member”

Yes. If it says active up in brackets then it maintains active member. If it would be Primary up then it fails over back to the one listed as number one. Scenario would look like this:
cluster mode : new HA (Primary up)
number unique IP Assign load state
1 (local) 192.168.1.1 100% active
2 192.168.1.2 0% standby

Assuming the default settings (since the question did not mention any change) if a member fails w/c is:
“Maintain current active cluster member” this means that whosoever is active will remain active
regardless of priority
