    When Access control under General is enabled, RADIUS settings only apply on the controller. If you enable RADIUS support, controlled APs forward authentication requests to the controller which then sends them to the configured RADIUS server.

    Answer is C.

    You don’t need Access Control enabled for centralized authentication with one Radius user (controller itself). If you enable Access Control, all wireless traffic will be forwarded to the controller, which is not needed in this scenario. Using only “Authentication” option in the VSC settings will be sufficient for the controller to authenticate clients on RADIUS.
