It should be D, because in the questions stands “which users can access the web management interface of the E5406”. On the switch E5406 there are no ip-authorized restrictions, so from all vlans connected to the switch you can manage it.
E8212 has the configuration of ip-authorized managers, so only of that switch you can manage it when you are in vlan 21
