“Agentless management—When you use the Agentless Management configuration, the
management software (SNMP) operates within the iLO firmware instead of the host OS, and frees memory and processor resources on the host OS for use by server applications. In addition to monitoring all key internal subsystems iLO can send SNMP alerts directly to a central management server, even with no host OS installed.” Quoted

This one is crap, it really can be said to be both of them. They both exactly fit that sentence.
But from wording in HP documentation Id also say B

Bloody hell!
I’d go for C.
http://h17007.www1.hp.com/docs/iss/DL360pGen8/tsg/advanced/Content/140573.htm
and the actualtest dump says,
Explanation: HP Active Health System is an essential component of the HP iLO Management
Engine. It is an industry-first technology that provides continuous, proactive health monitoring of
over 1600 system parameters.
All information collected by Active Health is logged securely, isolated from the operating system
and separate from any customer data.

Agentless Management uses out-of-band communication for increased security and stability.
With Agentless Management, health monitoring and alerting is built into the system and begins
working the moment a power cord is connected to the server. This feature runs on the iLO
hardware, independent of the operating system and processor. Additional operating system data
is collected when AMS is installed.

Both HP Active Health System and HP Agentless Management are part of iLo4 Portfolio and both work regardless of the OS state
On page 2 of the link above we can see that HP Agentless Management is dedicated for MONITORING and HP Active Health System is for DIAGNOSTIC.
The question states for monitoring, so I would go for B
