Yes B, change standard incremental to BLIB incremental would reduce backup time.

While I agree that B is the most correct Vertias answer, the question doesnt mention specific requirements of Veritas BLIB, like the VxFS version or if they have the proper license. The only guaranteed answer based on the question, without bringing in additional unknown information is C. Enabling compression decreases the size of data being moved, increasing performance.
