    A is correct.
    DLR instance will not be deployed on the cluster that is not member of transport zone.
    So, in short L3 will not work on the cluster.

    but L2 network will work on there because, using Distributed Switch, Port group for Logical switches will be synced to cluster that is not member of transport zone.

    NSX Manager creates DLR instance on hosts:

    NSX Manager looks up the logical switches that are to be connected to the new DLR to determine which transport zone they belong to.

    It then looks up a list of clusters that are configured in this transport zone and creates the new DLR on each host in these clusters.
