That’s right “you need to use server 2 for deployment” so the only way is to install a DP on it.
The Cloud DP will use way more bandwidth and does not use server 2.
Rate Limits will be used between Server 1 and Server 2 to lower the amount of data transferred during work time to avoid overflow for the content replication.
