This OLD question refers to the requirements for AD Sync.
The exam will likely ask about the replacement ADD Connect.

ADD Connect requirements are PowerShell and .NET 4.5.1 so 2012 R2 is covered through they recommend the latest version of .Net

    Windows Server 2012R2
Microsoft PowerShell is installed by default, no action is required.
.NET Framework 4.5.1 is installed, recommend update to latest.

B and C. Explanation: This is a tricky question because the forest functional level does need to be upgraded to perform a
directory synchronization which would make answer D correct. However, this question is asking about installing
the Windows Azure Active Directory Sync tool (Dirsync). The requirements for the machine running Dirsync are
a member server running Windows Server 2008 or 2012 and Microsoft .NET Framework 3.5 SP1 and Microsoft
    .NET Framework 4.0.
