Im not sure about this one. The question just states “Storage Appliances” so this could mean physical SANs, not neccessarily a Microsoft OS based ISCSI device. It also says “You need to configure the storage” not “storage appliance” so I would say C assuming the device itself is already configured which would allow you to see the storage ready to be configured for Hyper-V?

Answer C Start the Microsoft iSCSI Initiator Service and configure the iSCSI Initiator Properties seems correct, the Hyper-V hosts are the initiators, the appliances are the iSCSI targets, so answer A is wrong.
Answer B is wrong too, configuring iSNS is optional, and you are asked to minimize administrative effort

A is completely wrong
iSCSI Target Server role allows server to become a cost-effective and highly-available iSCSI Storage Array. You have 20 storage appliances already
B is the next step not the first one
C is correct
Microsoft iSCSI Initiator Service should be running on all servers then you can ( B ) set up ISNS to discover and connect targets and initiators.
