      Loading: This state indicates a router has finished transmitting its database to its peer but is still receiving database information.and it’s true that LSR will be sent after but

      Exchange: This state indicates that the routers exchange LSA headers describing their own databases. If a router does not know about a received LSA header, it can transmit a link-state request for the complete information
      and because the state of the routers are loading and full it were not
      in exchange state.
