      Because hosts are attached to those ports. You “could” use portfast on those ports you know will never have another switch plugged into them, because portfast will bypass STP and make the host come up faster. It is nice in theory, but dangerous in the real world, unless physical access is restricted. The switch interfaces can not have portfast because STP has to block one or the other, otherwise a loop will occur grinding the network to a stop eventually as broadcast traffic travels around and around.
